The Hancock Hardin Wyandot Putnam Community Action Commission wants to help you keep warm this winter. The HEAP 2019 Winter Crisis Program will start on November 1 and last until March 31 or as long as funds are available. The program helps people that need financial assistance to make sure they have a heating source. There are income restrictions on who is eligible for the assistance.
